I think this is hugely important as mobile becomes infrastructure for countries the world over. At mobileactive08 we tossed around the idea of a mobile bill of rights, which I think is a powerful concept, particularly when coupled with sets of verifiable indicators (and big macs). Kudos on a great post.

Steve, you can find info on RPP in Sri Lanka on the national regulator (TRC) website. The link that was posted miraj k is also excellent, though I do disagree with the prof. on him denouncing RPP and then suggesting CPP. I think xPP should be terminated in favor of Bill and Keep or better said Peering and Transit. But to get an idea of what the choices in Sri Lanka have as an effect, look at this page. http://www.dialog.lk/personal/mobile/rate-plans/prepaid/per-second-package/detail/ It is all in Sri Lanka money, but still you can see it's very affordable when you do the calculations.

Steve -- good to see you back in the FairMobile game! We have all the data you are referencing, sending over a spreadsheet. Also, working with a researcher on crunching additional data for the index, as per our collective email exchange. Shall we talk?
